Why promoting the CEFR in Asia?

The CEFR (some basic Information from WP) has been very often cited and used as a guideline for language learing in (continental) Europe, but in Asia the CEFR is not that well known. My colleagues and me from the FLP-SIG are trying to introduce the CEFR in Asia, especially in Japan. Why do I think, that the CEFR is also good think for Asia? The short answer is: "activation of Multilingualism". In Asia 60% of the world population are living and the situation in Asia is comparable to the situation in Europe (and Africa). Asia is multilingual with a lot of populous and economic strong languages involved. Because of colonialism the situation in the Americas and in Australia is different. The CEFR is an efficient tool for helping multilingualism in Asia. Europe has gone threw two massive wars in 20th century and the European Instituions like the Euorpean Council and the European Union were created to prevent furhter wars and to forster the European Cooperation. Of course English is a very strong language in Europe too. It is a Language of Euorpean orign. But for me as Euorpean it is an evident fact, that is politicially helpful to understand the language of your neighbour-country. It seems to me a good idea, if Japanese learn Chinese and Korean and Vietnamese and.... But there is not only the ethical aspect: Promoting languages means promoting the learning and the use of foreign languages. And everyone, who is learning a language knows, that it is not an easy thing to do, even in modern times. And the CEFR is offering a lot of approved means and technics for effective language learning. There has to be research here in Asia, but the CEFR can be seen as a good, because approved basis for further growing in language learning.
